Tap to openParas is one of those quiet little commons from Neo Revelation, the set that came out back in 2001, and it's got a soft spot in a lot of collectors' binders even though it's never going to headline anyone's collection. Illustrated by Kagemaru Himeno, it's the kind of card people search for out of nostalgia as much as anything, and if you're wondering about Paras value, the short answer is that it sits at the affordable end of the hobby.
