Are pack opening and mystery box sites legal in your state?

The short answer

Mostly yes, going by the sites' own rules. Of the 28 sites we review, 15 name no US state they block, and only 5 block any state outright. Nevada is blocked most. No court or state has ruled that pack opening is gambling.

People ask this one site and one state at a time. Is PackDraw legal in California? Is LastPack legal in New York? So we read the rules of every pack and box site we review, all 28 of them, and wrote down which states each one lets in. Then we checked what each state's own law says.

Of the 28 pack and box sites we review, 15 name no US state they block, and only 5 block any state outright. Pick your state below to see your own list.

"Open" on this page means the site's own rules let people in that state sign up. It is not legal advice. A site can still turn you away at sign-up, and no court has yet decided whether paying for a random pack counts as a bet. Most sites set the minimum age at 18.

Which states block the most sites?

Nevada is blocked by the most sites. 4 of our 28 block it: Cases.gg, Krush.gg, LastPack, Packz. Nevada makes any gambling without a state licence a felony.

Washington comes next. 3 sites block it (Cases.gg, Krush.gg, Upgrader.com), and two more, HapaBox and HypeDrop, close off parts of their sites there. Washington treats gambling online as a felony, and a federal court applying its law counted even free casino chips as something of value.

Idaho, Michigan and Montana are blocked by two sites each, Cases.gg and Krush. Then Krush stands alone: it blocks 21 states, more than every other site put together. That leaves 29 states and Washington, D.C. where none of our 28 sites blocks you at all.

Which sites block states, and which do not

Most sites name no state at all. Their rules just say you must follow your own local law. Here is every site whose rules say something more.

The other 15 name no state: Boxed.gg, Collector Crypt, DOPA, Gacha Pull, MNSTR, OpenThatPack, Packs.com, Phygitals, Pullbox, Pullmarket, Repackz, RillaBox, rip.fun, ripz.gg and Tilt Rips. That is not proof they let in every state in practice, because a site can still check your location when you sign up.

Are pack openings and mystery boxes gambling?

Nobody has decided yet. Most states call something gambling when three things happen together. You pay, luck decides what you get, and you can win something of value. A pack site ticks all three on paper.

The sites answer that you always get a card, so it is a sale, not a bet. Courts have heard that argument about sealed trading card packs before. In 2002 a federal appeals court threw out a case against Fleer and Skybox because buyers got cards for their money, but it never ruled on whether packs were gambling. A California court went the other way on a different machine in 2000. It said that always handing the player a phone card did not stop a prize machine from counting as a slot machine.

The case to watch is in New York. In 2026 the state's Attorney General sued Valve, the company behind Counter-Strike, over its loot boxes. The claim is that paying for a random item you can resell for money is gambling. Valve answers that by that logic, baseball cards would be gambling too. No judge has ruled yet.

Our reading, which is not a ruling: a site with an instant cash buyback looks more like a bet than a site that only ships you the card. Some, like Packz, Tilt Rips, Repackz and LastPack, let you take real money or dollar coins back out. Packs.com, ripz.gg, Pullmarket and Pullbox pay back only in store credit.

The new state laws to watch

Many states passed laws in 2025 and 2026 aimed at sweepstakes casinos, the free-to-play casino sites. Four of them are written wide enough that they could reach pack sites. None has been tested on one.

California, New York, Indiana, Connecticut and Montana also passed bans. Theirs are aimed at cash prizes or casino-style games, so a card prize may fall outside them. Krush blocks all five of those states, and it blocks New Jersey, Tennessee, Oklahoma and Louisiana too.

Is PackDraw legal in the US?

By its own terms, no. PackDraw's terms list the United States among the places whose residents "may not access the Website or register an Account on it". Yet the site runs a US company, PackDraw US, LLC in Delaware, and opens on a US version of its site. Its code even holds a message for blocked states, but no list of them.

You may read elsewhere that PackDraw faces gambling lawsuits in Minnesota and New York. We checked the court records. The Minnesota case does name PackDraw companies, but it is a fight between former business partners over who built the site. The New York case about a teenager names Stake and Coinbase, and we found no record that names PackDraw. We make no judgment on the merits of either. Our PackDraw review has the rest.

What to check before you sign up

  1. Open the site's terms and search the page for your state's name. Rules change, and ours were read on 11 October 2026.
  2. Check the age. Most sites say 18, and several add "or the age of adulthood where you live". That is 19 in Alabama and Nebraska and 21 in Mississippi.
  3. Do not use a VPN to get round a block. LastPack and Krush both ban it in their terms, and breaking the terms can get your account closed.
  4. Check withdrawals too. Tilt Rips, for one, says in its terms that it can limit cash-outs by region.

Is PackDraw legal in California?

PackDraw's terms bar every US resident, Californians included. Since 1 January 2026, California also bans online sweepstakes games that pay cash, though a card prize may fall outside that law.

What states is PackDraw legal in?

None, by its own terms, which bar the whole United States. PackDraw publishes no list of states it allows.

Is LastPack legal in New York?

LastPack's rules let New York players sign up. The only state it blocks is Nevada. New York's 2025 sweepstakes law targets casino-style games that pay cash, and no court has applied it to a pack site.

Is PackDraw gambling?

No court has decided. PackDraw holds no gambling licence, and its terms let you swap an item you win for its value and take that out in crypto. New York's case against Valve argues that a random prize you can turn back into money is gambling, but that case has not been decided either.

Are loot boxes gambling?

Not under any US law yet. New York's 2026 lawsuit against Valve is the first state case to argue they are, and it is still open. In 2025 the US trade regulator, the FTC, fined the company behind Genshin Impact $20 million and stopped it selling loot boxes to under-16s without a parent's consent.

Can I use a VPN to play from a blocked state?

No. Sites like LastPack and Krush ban VPNs in their terms, and breaking that rule can get your account closed. Pick a site that is open where you live instead.
