Seel is the friendly little seal from Neo Destiny, a set that came out back in 2002 and still has a soft spot in a lot of collectors' hearts. It's a common card illustrated by Masako Yamashita, so it was never meant to be rare, but plenty of people chase it anyway just for the nostalgia of that era.
