Destined Rivals has a quirk that makes its values behave unlike most sets, and it is worth understanding before you decide whether to chase anything in it.
The odds are not published
They never are. The Pokémon Company has not released per-card pull rates for an English set, so every number you find was produced by a collector opening cases and counting. Those counts are useful and they are estimates, usually built on a few hundred packs, which is why no two sites agree.
Character cards behave differently
Most chase cards live and die with their set. Hype peaks at release, supply arrives, prices sag. Cards tied to a strong character are different, because the people buying them are not collecting the set at all. They are collecting Team Rocket, or Mewtwo, or both, and they will buy the card in five years when nobody remembers what set it came from.
That gives this set a floor that a purely set-led release does not have. It does not make it a good investment. It makes the downside shallower.

What we can measure, and what we cannot
