Dragonair has always been a fan favorite, that in-between stage before Dragonite that somehow gets more love than either end of the evolution line, and this reverse holo version from the Korean Scarlet & Violet 151 set gives it a nice shine to match. Illustrated by Sanosuke Sakuma and released in 2023 as an Uncommon, it is not a chase card by rarity, but it still gets pulled and traded often enough that people want a straight answer on Dragonair value.
