The Pokémon Company has never released per-card pull rates for an English set, so both sets are in the same position: every figure you find is a collector counting case openings. When two sets release together the counts are even shakier, because the same small pool of openers is split across both.

So which one?
Compare the two tables on three things, in this order. First, the top card: how much is the best realistic outcome worth. Second, the fifth or sixth row: that is closer to what a good box actually gives you, and it matters more than the headline. Third, the raw to PSA 10 gap, which tells you whether the hits are worth grading or worth selling raw.
A set with a higher top card and a weaker middle is the more exciting open and the worse average. A set with a strong middle pays out more often and gives you less to talk about. Neither is wrong. Just know which one you are choosing.
And whichever you pick, do the same check we recommend on every set: price the two or three cards you actually want as singles first. If they cost less than the box, the box is entertainment rather than a route to those cards.
